Bilingual staff or interpreters and bilingual certification materials (i.e. applications, change form, MR form and notices) must be provided when a county as a specified number of low-income households which speak the same non-English language and which do not contain an adult fluent in English as a second language. Such households are considered a single-language minority.
Bilingual certification materials, program information materials, and bilingual staff (or interpreters) will be requested from the food stamp administrator by the EMS Supervisor when the county office provides

households. Bilingual materials and staff may also be requested if there are fewer than 100 low-income households if the majority of these households are of a single-language minority.
